The HR Manager is responsible for overseeing all HR functions for ferry operations, including marine crew and shore-based staff. The role ensures efficient workforce management, compliance with Tanzanian labor and maritime regulations, and alignment of HR strategies with financial and operational goals. The position also plays a strategic role in driving workforce planning, employee engagement, performance management, and organizational effectiveness across the business.
Responsibilities:
- Manage recruitment for marine crew and shore staff
- Align manpower planning with operational and budget requirements
- Oversee onboarding and deployment
- Handle grievances and disciplinary processes
- Promote a positive and safe work environment
- Manage crew welfare for shift-based operations
- Drive employee engagement and retention initiatives to enhance workforce stability and productivity
- Ensure compliance with Tanzanian labor laws and maritime regulations
- Maintain employee contracts, certifications, and statutory records
- Support audits and regulatory inspections
- Develop and enforce HR governance frameworks and internal HR policies
- Oversee payroll, overtime, and allowances
- Work closely with CFO on budgeting and cost control
- Monitor and optimize labor costs
- Review and validate monthly attendance reports and coordinate payroll inputs with Finance
- Identify training needs and coordinate programs
- Ensure mandatory safety and certification compliance
- Implement structured learning and development programs including leadership, technical, and safety training
- Implement appraisal systems and KPIs
- Support performance improvement initiatives
- Design and manage performance management systems to drive accountability and continuous improvement
- Ensure compliance with safety standards
- Promote a strong safety culture across both onshore and offshore operations
- Maintain employee records and attendance systems
- Prepare HR reports for management review
- Develop HR analytics and workforce insights to support data-driven decision making
- Provide strategic HR advisory support to senior management on workforce planning, organizational design, and succession planning
- Support change management initiatives to align HR practices with evolving business needs
- Maintain HR systems and ensure effective use of HR data and reporting tools
- Drive organizational effectiveness through continuous HR process improvement initiatives
